The Fleming Fund is a UK aid programme funded by the UK Department of Health and Social Care, as part of its Overseas Development Assistance (ODA) commitment and is managed by DAI Pakistan. The Fleming Fund aims to address critical gaps in the surveillance of antimicrobial resistance (AMR) and represents the UK Government's investment into improving laboratory capacity for diagnosis and surveillance of anti-microbial resistance (AMR) in low-income countries where AMR has a disproportionate impact.

The National Institutes of Health, National Veterinary Laboratories (NVL) and National Reference Laboratory for Poultry Diseases (NRLPD) are the designated antimicrobials resistance (AMR) reference laboratories for the human and animal health sector of Pakistan. The Fleming Fund Country Grant team has been working closely with these laboratories to improve their capacity for AMR surveillance and diagnostics.

Laboratory biosafety, biosecurity, and a functional biorepository are key components for any laboratory to function as a reference laboratory and in this regard, the Fleming Fund Country Grant is assisting the NRLs in establishing an archiving system through the development of a Biobank Inventory Management System. For this purpose, the Fleming Fund Country Grant has been engaging with SysReforms International in providing technical assistance for consultation with labs, assessing their needs, developing a Biobank Inventory Management System, and troubleshooting post-implementation.
